江苏贫困地区农业产业化帮扶模式研究

摘　　要：新时期党和国家对扶贫开发工作提出了更高要求,农业产业化扶贫成为新时期扶贫工作的一个重点。这种帮扶模式是近年来扶贫方式的创新,是对精准扶贫要求的有效落实,也是推进农业供给侧结构性改革的突破,能够激发贫困群体脱贫致富的内生动力。本研究通过分析江苏六大重点扶贫片区农业产业化帮扶典型案例,归纳总结出当下几种主要应用推广的帮扶模式,包括:科技扶持特色产业、打造绿色生态产业、组织化规模化帮扶主体、创新农业产业销售渠道。系统分析出江苏农业产业化扶贫模式的主要特征,包括调研规划、优选产业、组织化农户、完善产业链条、引进科技人才、配套政策资金以及创新扶贫机制等方面,针对实际工作中出现的问题给出相应的建议意见。为我国农业产业扶贫研究提供了借鉴模式和理论支持。In the new period,government has a higher request for poverty alleviation.Poverty alleviation through industrialization becomes the main focus.This poverty alleviation model is an innovation and effective.It promotes the structural reform of the agricultural supply side.It stimulates the endogenous impetus of poverty population.This study analyzed the typical cases of agricultural industrialization in six key poverty areas in Jiangsu.It summed up the current major models,including:science and technology supporting special industry,building green ecological industry,organizing and helping the poverty population become scaling up and concentrated,finding new sales channels.The study analyzed the main characteristics of the poverty alleviation model through industrialization in Jiangsu,including:research planning,optimizing industry,organizing peasants,perfecting industrial chain,introducing of science and technology,policy funds,innovating poverty alleviation mechanism and giving suggestions.This study provided a reference model and theoretical supports for the study of poverty alleviation through agricultural industrialization in china.
