摘　　要：当前正处于一个技术颠覆性创新的信息时代,特别是"云物大智移"的应用,使得用户力量迅速崛起,传统科技情报工作要适应时代的发展势必进行改革。本文通过对不同领域用户力量崛起的表现以及传统科技情报工作流程的调查与分析,发现用户情报需求的逐步升级、情报生产和利用的大众化、用户参与的新经济模式,使得用户成为情报工作流的中坚力量,科技情报工作面临着资源独占优势减弱、缺少具有用户黏性的产品以及资源一体化下服务能力不足等挑战。提出"以国家科技管理信息系统为契机建立科技大数据中心,强化资源优势"、"以科技情报用户的需求为指引,构建场景化的科技情报服务,增强用户黏性"、"发展面向工程化的情报理论、方法与工具,提升用户服务的智能化和效率"等创新对策,以期为科技情报工作改革提供理论指导。This information era with disruptive technological innovation, especially the application of Cloud computing, Internet of things, Big data, Smart city and Mobile Internet, make the power of user improve rapidly. Traditional scientific and technological in- telligence work is bound to reform to adapt to the rapid developing times. Through the investigation and analysis of the rise of the power of users in different fields and the investigation and analysis of the traditional scientific and technological information work, this paper finds out the gradual upgrading of the user＇s information demand, the popularization of the information production and utilization, the new economic model of the users＇ participation, the user becomes the backbone of information flow. The scientific and technolog- ical intelligence work is facing the challenges of the weakening resource monopoly, the lack of user sticky products, and the inade- quacy of service capacity under resources integration. And then, with a view to providing theoretical support for the reform of scientif- ic and technological work, it puts forward some innovative countermeasures： such as, ＂to take advantage of the national science and technology management information system to establish a large data center for strengthening the resource advantages＂, ＂to build the scene of the scientific and technological information services to meet the needs of scientific and technological information users for en- hanoing user stickiness＂, ＂to develop engineering-oriented intelligence theory, methods and tools to enhance the user service intelli- gence and efficiency＂, and etc..
