摘 要:索马里是世界最大的难民输出国之一,难民问题对索马里和周边难民接收国影响巨大。围绕索马里难民问题治理,国际社会形成了两条治理主线:以联合国难民署为中心,以周边难民接收国为支柱的人道援助保障体系;以非盟、欧盟及伊加特等区域组织或次区域组织为主导推动的索马里政治重建。虽然索马里难民问题治理取得一定的成效,但仍然面临国家治理能力低下、国际规则与国家利益相互掣肘、周边局势动荡等困境。索马里难民问题治理的出路在于:有效推进索马里政治重建,提升国家治理能力,同时不断完善国际社会共同参与的多层次治理机制。Somalia is one of the countries producing the largest number of refugees in the world, which has already had a major impact on Somalia itself and surrounding countries. The international community has formed two main frameworks of governance concerning humanitarian assistance system, which Somalia's refugee problem. One is the is centred on the United Nations Refugee Agency and supported by neighboring countries ; the other is the Somalia' s political reconstruction, which is led by regional African Union, European Union and or sub- regional organizations, such as Intergovernmental Authority on Development. Both frameworks have taken some effects on the governance of Somalia refugees, but troubles are far from being resolved. The solution to the issue of Somalia Refugees is to effectively promote political reconstruction in Somalia and improve national governance. Besides, it is also very important to improve the multilevel governance mechanism jointly participated by the international community.
