摘　　要：近几十年来,欧洲福利国家的兴衰已经成为学界和政界的一个热门话题。作为资本主义制度的典型模式,福利国家及其提供的社会服务,特别是养老服务,出现了巨大的财政风险。20世纪80年代以来,福利国家改革在欧洲各国经历了不同的遭遇。欧洲福利国家模式是否已经走入绝境,是否还有其他方式可以对其进行有效改革。近些年来在欧盟内部出现的被称为"参数改革"的实践受到广泛的关注。本文就这种参数改革及其与"结构改革"的关系以及对福利国家前途的影响进行了初步探讨。In recent decades,the rise and fall of the European Social Welfare States has become one of the hot topics for the academia and policy makers worldwide. As one of the typical institutional arrangements of capitalism,Welfare State with its social provisions,especially the public pension provisions,has encountered a big financial risk. Ever since the 1980 s,reforms of welfare states have experienced different situations in Europe. Has the Welfare State model reached its dead end? Or are there other ways to effectively reform it? Recent discussions in Europe on the"parametric reform"of the public pension systems have caught wide attention. In the following articles,the authors have made tentative discussions on the so-called parametric reform,its relations with the structural reform and the impact of parametric reform on the future of the Welfare State.
