华东地区某所公立医院改制过程中的问题分析

摘　　要：在鼓励社会资本以多种形式参与公立医院改制的政策信号下,各地不乏各类公立医院改制的探索实践。文章通过对华东地区某市人民医院改制过程的分析发现,由于改制政策不完善,许多改制的关键问题,如改制医院性质、产权归属、对社会资本的具体鼓励措施等都处在政策空白状态,从而造成改制推进的迷茫和政府治理的困难。因此,社会资本参与公立医院改制不能停留在一句鼓励的话语的层面上,迫切需要完善相关配套政策,规范改制的行为,保证参与改制各方的责、权、利。Guided by the policy signal that social capital is encouraged to participate in the system reform of public hospital in multi-forms, there is no lack of various explorations and practice in the system reform of public hospital in different regions. Through analysis on the problems in the system reform process of a public hospital in East China, the authors found that due to the incompleteness of system reform policies, there was still short of policies for many key issues related to system reform, such as the nature of a reformed hospital, property ownership, and specific encouragement measures for social capital, thus making the implementation of system reform perplexed and government management difficult. Therefore, the participation of social capital in the system reform of public hospital cannot merely stay at the level of encouragement; relevant supporting policies should be promptly completed, the conducts concerning system reform should be standardized, and the responsibilities, authorities, and rights of various parties in the reform should be defined.
