从基层民主的发展空间看县政治理的取向

摘　　要：自改革开放以来,我国的基层民主进入了快速发展的阶段,以农村村民自治、城市居民自治和企事业单位职工自治为代表的基层民主取得了不少成绩和经验。在国家治理体系和治理能力现代化的总目标之下,基层民主依然需要寻求新的发展空间。基层民主的发展空间来源于基层民主的发展现状和总体特征。从总体特征来看,基层民主需要从社会领域转向政权领域,从基层向更高层级延伸,保持"四个民主"之间的均衡。这些发展空间决定了县政治理可以成为基层民主发展的新的突破口。发展县政治理既是县政自治传统适应现代社会治理的内在要求,也是治理效率方面的选择,县政治理还可以作为政治发展的局部实验。县政治理具有自治、民主、经营和服务等方面的取向,这些取向的推进需要依靠现有的制度资源,现有的制度资源包括县级领导干部选任制度、人大制度和基层群众自治组织。Grassroots democracy has stepped into a stage of rapid development since the re- form and opening. Grassroots democracy contains self--governance of villager, urban residents and enterprises staff, which has gained much achievement and experience. To promote the mod- ernization of governance systems and governance capacities, grassroots democracy need search for new developmental space, which can be derived from the current situation and overall property of grassroots democracy. In the large, grassroots democracy should shift from social domain to re- gime domain, extend to higher bureaucratic level and keep the balance of ＂four democracies＂. These orientations make county governance be a feasible breakthrough. County governance is not only the demand of self--governance tradition to adapt to modern society, but also an efficient governance tool, and can be the pilot for overall political reform. County governance has four ori- entations： self--governance, democracy, management and service, the advance of these orienta- tions should make use of the extant institutional resources, which include grassroots mass self-- governance organizations, National People＇s Congress system in the county and selection and ap- pointment system of county cadre.
