摘 要:回顾国家级新区的批复历程,基于历史视角归纳新区设立的三大阶段,解读十八大以来全面深化改革时期国家级新区承担着国家战略、体制创新、区域发展方面的使命。结合南京江北等国家级新区重点分析新区设立初期存在战略与行动、理念与现实、创新与管理等方面的共性问题。基于江北新区的规划实践,探索并总结全面深化改革时期国家级新区成立初期的规划工作应对方法:首先,需注重从战略共识到行动纲领的传导,其次,需在多尺度规划实践中落实先进理念并进行检讨与提升,最后,强调贯穿全过程的技术咨询和协调、持续跟踪服务。The paper reviews the process of establishing state-level new areas in China, generalizes three typical phrases from a historical perspective and inter- prets the missions taken up by these new areas in the period of comprehensive deepening reform, including implementing national strategy, leading institutional in- novation as well as promoting regional development. With reference to Nanjing Ji- angbei New Area, the paper suggests that state-level new areas in China present several dilemmas in terms of strategy and actions, ideas and reality, as well as in- novation and management. Targeting on these common issues encountered in Jiang- bei New Area in the reform period, the paper explores and summarizes compre- hensive approaches to planning state-level new areas. First, more attention should be paid to the transition from reaching strategic consensus to making action plans. Second, advanced concept and practice should be implemented, reviewed, and upgraded in the multi-scale planning practice. Finally, technical advice and co- ordination, continuous monitoring service are stressed throughout the entire process.
