摘　　要：战略引领、刚性管控是新时期特大城市总体规划的改革方向。总体规划对于城市建设具有战略引领作用,对于下一层面的详细规划、城市设计及系统性专项规划具有统筹指导和刚性管控作用。管控作为特大城市总体规划编制的核心内容、规划传导关键措施,具有重大的研究价值。回顾我国各阶段城市总体规划特点,分析计划经济时期、改革开放初期、快速城镇化时期城市总体规划管控的内容及转变历程,重新认知总体规划刚性管控的深刻内涵。基于我国现行城市总体规划管控面临的中央与地方之间、政埔府与市场之间、部门与部门之间的困境,借鉴英国总体规划管控体系,讨论现阶段特大城市总体规划编制、审批、督查的管控重点。提出我国总体规划管控的转型要求,由单一的空间管控、要素管控向定量、定策、定形的多元刚性管控转变。明晰中央地方事权、政府市场边界、部门分工,构建分层次、分要素、分方式三维立体的管控体系,形成以空间为核心的"战略一管控一图纸"一一对应的管控成果体系。Comprehensive planning in China＇s megalopolis in the new period is moving toward strategic guidance and rigid control. Comprehensive plan plays a strategic leading role in urban development while detailed plans, urban design and sectoral plans provide specific guidance and rigid control. As a core aspect of urban comprehensive planing, the control is of great research value. This paper reviews the characteristics of urban comprehensive plans in different historical peri- ods in China, namely, central planning period, early reform period, and the open- ing-up and the rapid urbanization period. It then analyzes the control aspect of urban comprehensive plan and the transformation process. The paper attempts to shed light on the rigid control exercised by urban comprehensive plans. Faced with the dilemmas of central and local control, government and market, and con- flicts among various departments, this paper suggests drawing lessons from the British management system. It explains key controls imposed during plan-making, plan-approval and plan-implementation stages. The paper puts forward the transfor- mation requirements of the comprehensive plan control, from the control of single space or single element to quantitative, strategic and structure control. The paper suggests that the central and local authority should be well defined, the bound- ary of government and the market should be clearly drawn and the responsibili- ty of different departments should be clarified. By building a three-dimensional management system at different levels, covering different elements and employing different means, the paper proposes a ＂strategy-control-drawings＂ system for en- hancing planning effectiveness.
