摘  要:九星建材市场是上海市外环线内的低成本市场空间,随着城市化的逐步拓展,面临着市场驱动下迫切的城市更新意愿。与传统技术理性为先的规划蓝图不同,九星的更新改造涉及九星村集体、开发集团、政府部门多元利益主体。因此需要转变传统的规划思路,探索协商式规划的技术路径。建立以市场规律为基础,切实考虑多方利益诉求,理性协商的工作方法。城市规划成为开发规模、利益分配、公共利益的重要协商平台,规划师成为调和者和公共利益的维护者,规划过程成为逐步统一共识的平等对话机制,最终推动城市空间的再生。Jiuxing Building Material Market is a low-cost retail space within the Shanghai outer ring. As the city expands, it is pushed toward the forefront of mar- ket-driven urban renewal. In contrast to the technical rational blueprint, Jiuxing's regeneration has to balance the stakeholders, which include the Jiuxing Village, de- velopment groups and the government department. This calls for a change in plan- ning rationales. Multi-party negotiation becomes a key part of the planning pro- cess. By taking into consideration of multiple stakeholders, the paper proposes a method for rational consultation. The planning process has been transformed into a platfornl for negotiating development scale, profit distribution and fulfilling pub- lic interest. Correspondingly, urban planners are turned into moderators and defend- ers of public interest. The overall process becomes a dialogue for reaching consen- sus to regenerate urban spaces.
