货检站推行“人机分工检查”作业模式分析

摘　　要：积极采用新技术、新设备,全面推广"科技保安全"理念已经成为货检作业改革的发展方向。通过调研上海铁路局货检站货运计量安全检测监控设备配备和使用现状,分析货检站在深入推进"人机分工检查"作业模式过程中出现的问题,从提升货检岗位技能、完善货检作业标准、提高货车装载视频设备性能、制定应急处置措施、优化岗位设置、加强货检班组管理、加大奖励考核力度等方面,提出货检站推行"人机分工检查"作业模式的对策。The use of technologies to ensure safety and security has spearheaded the ongoing reform of railway cargo inspection. With a review of the available security and surveillance equipment used by the cargo inspection unit at Shanghai Railway Administration, this paper analyzes problems which are found during the implementation of the coordinated inspecting approach. The paper also proposes measures from the following seven aspects to apply the practice to all units, including improving staff training, optimizing work allocation and the management of inspectors, developing SOPs and emergency plans, upgrading video surveillance on loading areas, and creating a performance-based stimulus package.
