摘　　要：本文以江苏省14个样本医院调查数据为基础,对城市公立医院医药价格改革落实情况和实施成效进行了客观分析与评价,结果表明:医院药品(除中药饮片、制剂)"零差价"销售政策执行到位,药品收入占医药总收入的比例明显降低,各类医院补偿率差别较大,医疗服务结构性矛盾得以有效缓解,彻底扭转了"以药养医"及医疗服务价格长期偏低等局面,医药价格综合改革初步达到了预期效果;总结了医药价格改革前后存在的一些主要问题,并针对性地提出了江苏城市公立医院医药价格进一步改革的政策建议。Based on the survey data of 14 sample hospitals, thepaper maked an objective analysis and evaluation of the implementation and effectiveness of the medical price reform of public hospitals in Jiangsu. The results showed thatthe policy of -zero-profit- sales of drugs （except for Chinese herbal pieces and preparations） was well-executed, the proportion of drug revenue in total medical income was significantly reduced, and the compensation rate of various hospitals was different greatly. The structural contradiction of medical service has been effectively alleviated, and the situation of -medicine supported doctors- and the long-term low price of medical service has been reversed. The comprehensive reform of medical prices has achieved the expected effect. This paper summarized some major prob- lems existing before and after the reform of pharmaceutical prices, and put forward some policy suggestions on further reform of prices in public hospitals in Jiangsu.
