摘　　要：西部大开发影响西部经济的增长和稳定进而改变居民福利,科学评价其福利效应是衡量其有效性及程度的重要参考。本文从理论上首次基于增长和稳定两视角创建了评价西部大开发的福利效应模型,使用1985-2014年西部省际数据进行实证分析。研究发现:增长视角下,所有省份城乡居民福利均差异化改善,平均福利收益为城乡人均消费的14.29%和30.71%;稳定视角下,所有省份城镇居民福利皆差异化改善,平均福利收益为城镇人均消费的0.47%,但几乎所有省份农民福利都不同程度恶化,平均福利损失为农村人均消费的0.91%。西部大开发稳定视角下的福利效应劣于增长视角,当前政绩考核机制下,政府关注经济性支出,忽略社会性和转移性支出,使西部大开发在稳定层面上的政策尚未充分发挥其应有的作用。为进一步提升西部居民福利,深化西部大开发过程中,须校正政府支出的结构性偏向,将居民对政府施政的评价引入地方官员考核中将是重要的政策手段。The impact of China＇s western development strategy on western consumer welfare is an important consult for evaluating its effectiveness. This paper constructs a theoretical model, collects western provincial data from 1985 to 2014, and quantifies the welfare effect of western development strategy. The quantitative analysis indicates that： Based on growth perspective,western development strategy improves all provincial urban and rural residents welfare differently, and average welfare improvement of urban and rural residents respectively is 14.29% and 30.71% of urban and rural per capita consumption. Based on stability perspective, all provincial urban consumer welfare improves, and average welfare improvement is 0.47% of urban per capita consumption. However, based on stability perspective, rural consumer welfare deteriorates in almost all provinces,and average welfare cost is 0.91% of rural per capita consumption. Welfare effect of western development strategy based on growth perspective is larger than that based on stability perspective. The existing incentives results in the local government paying attention to economic expenditure, but ignored social expenditure and transfer expenditure. During deepening western development strategy, if western residents play a more important role in local government official promotion evaluation, western consumer welfare will further improve.
