摘  要:水库大坝安全是我国政府高度重视的问题之一。近年来,我国政府投入巨量资金进行病险水库除险加固,取得了显著的成效。我国病险水库总量超过6万座,其中小型病险水库数量达到5.74万,项目管理难度极大。为对各地的小型病险水库除险加固工程进度进行监督,中国水科院开发了《全国病险水库除险加固项目投资计划管理系统》(二期),实现了对各地前期工作、建设进度、资金使用的及时跟踪督促。本文对系统的开发背景、目标任务、管理内容、系统结构与功能、应用效果等进行了介绍,系统建成后对全国6万多座病险水库的除险加固信息进行统一管理,在保障各项规划顺利实施等方面发挥了重要的作用。本文可为类似项目管理工作提供参考。Dam safety is one of the most important issues that draw great attention of the government. Inrecent years,a huge amount of funding has been put into hazardous reservoirs reinforcement resulting insignificant effects. The total number of hazardous reservoirs exceeds 60,000,among which there are almost57,400 samll-sized ones;and it was very difficult to manage the reintforcement work. To supervise the re-inforcement progress of the small-sized hazardous reservoirs all over the country,China Institute of WaterResources and Hydropower Research(IWHR) has developed National Management System of Hazardous Res-ervoir Reinforcement(the second stage) to realize timely tracking and supervising of preliminary work,con-struction progress and fund usage of all the projects. In this paper,briefly introduced are the developmentbackground, target and task, management objects, structure and function of the management system aswell as its application effects. This system can manage the reinforcement information of nearly 60,000 haz-ardous reservoirs all over the country,and plays an important role in ensureing the implementation of eachplan smoothly. This paper is also expected to provide reference for similar project management.
