企业技术创新系统组织错误界定与分类研究

摘　　要：组织错误是企业技术创新失败的潜在根源。从论域、判别对象和判别规则三方面提炼了企业技术创新系统组织错误的基本特点,明确指出组织错误是技术创新管理行为的失效,然后通过分析企业技术创新体系的构成要素,将复杂多样的技术创新管理行为纳入到由决策、资源、组织和规则四大系统构成的组织因素分析范式,最后提出了由系统层、指标层和模式层构成的组织错误三级分类框架模型,并设置了相应的判别规则,为进一步识别组织错误提供分析思路。Organization errors are the potential source of the failure of enterprise technological innovation.This paper refines the basic characteristics of organization error in enterprise technology innovation systems from domain,distinguishing object and discrimination rule and clearly points out that the organization error is the failure of management behavior of technological innovation of technological innovation management.And then,through the analysis of key elements of the enterprise technological innovation system,it brings complex and diverse technological innovation management behaviors into an organizational factor analysis paradigm which is composed of decision-making system,resource system,organization system and rule system.Finally,it puts forward a three-level classification framework model on organization error which includes system layer,index layer and mode layer,and sets up the corresponding discrimination rules.All the content of the paper provides an analytical thinking for further identification of organization error.
