摘 要:测土配方施肥技术推广服务是我国建设现代化农业服务体系的重要组成部分,现存的以环节脱钩为突出问题的非一体化服务模式已不能适应新常态下农业现代化发展要求。测土配方施肥技术推广服务现状,反映了当前我国存在的普遍问题:测土环节供需矛盾突出,配肥环节监管缺失,施肥环节服务不到位。其深层次原因在于需求表达机制、合作竞争机制和组织协调机制缺失。推进测土配方施肥技术推广服务转型的内在逻辑是以"政府负责服务、市场负责推广"为主线,以肥料企业为纽带,整合农业职能部门、农技服务站、农资店的资金、技术、人才、信息等优势资源,打破环节脱钩的服务格局,建立各主体间的良性互动合作机制。Testing soil for formulated fertilization technology popularization service is an important component in China's modern agricultural service systems, and the existing non-integration service model, in which link decoupling is a prominent problem, can no longer meet the needs of agricul-tural modernization under the new normal conditions. The present situation of testing soil for formulated fertilization technology popularization ser-vice has reflected the general problems: the contradiction between supply and demand in test link, lack of supervision in preparation for fertilizer link, poor service in applying fertilizer link. The underlying reason lies in the lack of demand expression mechanism, cooperative competition mechanism and organization coordination mechanism. The internal logic of transformation for testing soil for formulated fertilization technology pop-ularization service pattern is taking " government service and market promotion" as main line, taking fertilizer enterprises as the linkage, integrat-ing the advantageous resources of agricultural functional departments, agricultural technology service stations and agricultural stores in terms of fi-nance, technology, talent, information and other aspects, to break the service pattern of decoupling and to establish a good mechanism of coopera-tion between the links.
