城市社区养老服务供给中的问题及原因分析

摘　　要：城市社区养老服务的供给效果,关系到能否有效缓解人口的老龄化问题,以及多层次养老服务体系的形成。当前我国城市社区养老服务供给中存在着资源供给不足、服务供给与服务需求时有脱节、政策支持体系不到位、供给主体过于单一等问题。这和"条块"分割的社区管理体制、相关制度供给的低效率、社会组织的发展空间受限、养老服务多元供给模式尚未形成密切相关。政府在构建城市社区养老服务体系中不仅应当转变职能、加大政策扶持力度,建立多渠道投入的长效发展机制,还应加快培育和发展社会组织,推动社区养老服务走向信息化与精细化。The effect of urban community elderly service supplement is related to whether it can alleviatethe problem of an aging population effectively,and the formation of multi-level elderly service system. At present,there are many problems in the urban community elderly service supplement in China,such as,insufficient supply of resources,service delivery and service demands are out of line,the policy support system is not in place,and the supplier is short. This is closely related to the intersected community management system,the low efficiency of institutional supply,the limited space for the development of social organizations,and the multiple supply mode of the elderly servicehas not yet formed. The government should not only change the function and strengthen the policy support in the construction of the urban community elderly service system,but also establish the long-term development mechanism of multi-channel input,and speed up the cultivation and development of social organizations,to promote community elderly service to informatization and refinement.
