农民制度内环境维权困境分析——基于CGSS2013的实证研究

摘　　要：从农民个体层面、农民与社会关系层面、农民与政府关系层面3个维度分析了农民采取制度内环境维权的行为逻辑,以2013年中国社会综合调查(CGSS 2013)的农村居民为样本,采用Ologit计量模型分析了农民个体环境关注度、农民社会资本、农民对政府环境作为的评价对农民是否采取制度内环境维权行为的影响。结果表明:(1)农民个体环境关注度、横向社会关系资本、党员身份、政府环境作为的期望和评价对农民制度内环境维权影响显著;(2)性别、受教育程度和个人收入等个体特征对环境关注度影响显著。鉴于此,提出了加强中央政府环境维权法制建设、加强环境维权普法宣传、增强农民政治参与、提高地方政府治理能力等政策建议。This paper analyzed the behavioral logic of farmers’environmental rights protection in three dimensions：the individual of farmers,the relationship between farmer and society,and the relationship between farmer and the government. Takingthe rural residents of “Chinese Society Comprehensive Inquiry in 2013”（CGSS2013）as the samples,the author analyzed the influences of farmer individual environment attention,farmer’s social capital,and farmer’s evaluation of the government’s environmental deeds on the environmental rights protection behavior of farmers by using Ologit econometrical model. The results showedthat：（1）The individual attention to environment,horizontal social relation capital,and party membership of farmers,as well asthe farmer’s evaluation of the government’s environmental deeds had significant influences on the environmental rights protectionbehavior of farmers;（2）The individual features of farmers such as gender,educated degree,and personal income had significantimpacts on their attention to the environment. Therefore,this paper proposed several suggestions,such as strengthening the centralgovernment’s legal construction of environmental rights protection,reinforcing the publicity and popularization of environmentalrights protection law,enhancing the political participation of farmers,and improving the local government’s governance ability.
