智慧警务背景下的侦查信息化研究——以浙江“云上公安、智能防控”为视角

摘　　要：智慧警务是以情报信息主导警务为导向,围绕公安信息化建设进行的警务机制改革,促进公安系统各部门、各模块的信息共享、深度融合。浙江公安机关的"云上公安,智能防控"体系契合智慧警务背景下的侦查信息化要求,基于主动"预测、预警、预防"预测犯罪态势,以"情报导侦"提升情报效能,依托"合成作战"协同高效运作。侦查信息化在现代化建设过程中,需克服建构标准不一、基层实践缺乏、信息共享壁垒等问题,围绕"警务信息化建设",通过设立部门信息共享的"信息池",培养基层警力实践操作的职业意识,鼓励社会公众的主体能动参与,综合发挥"侦查信息化"的长效机制。Intelligent policing means the information-oriented policing reform which is closely linked to the public security information. Intelligent policing promotes the public security system departments, motivates the module of information sharing and increases the depth of integration. Zhejiang public security has created the Public Security Cloud. The informatization of investigation is based on the requirement of ＂forecasting, early warning and prevention＂. The ＂intelligent guidance＂ is used to enhance the intelligence performance, and the cooperative operation is carried out in accordance with the ＂cooperative operation＂. In the process, it is necessary to overcome the problems such as different construction standards, lack of grass-roots practice and information sharing barriers. Through the establishment of ＂information pool＂ of information sharing, we shall cultivate the professional consciousness. To encourage the public active participation, public security cloud plays a long-term role in the intelligent policing.
