摘　　要：突发事件应急管理是当今社会管理面临的突出问题,风险社会和深度信息化作为社会现代性集中表现的两面,对应急管理情报体系的构建产生了重要的影响。在风险社会的宏观背景下,应急管理情报体系应适应新的管理组织模式和情报支持范式。文章结合情报学、社会学和管理学进行综合性研究,分析应急管理及其情报体系面对的挑战和支持,组织和构建适应风险社会特征的应急管理情报体系,形成风险社会特征—情报支持范式—情报体系构建的研究路径。面对风险的全球化和制度化挑战,在深度信息化的支撑下,以知识为中心构建的整合性的情报体系将成为现代社会应急管理的重要基石。Emergency management is a critical topic in social management today. As two aspects of social modernity, risk society and in-depth informatization have an important influence on the construction of emergency management information systems. Under the macro-background of risk society, an emergency management information system should adapt to the new management organization model and emergency information-supporting paradigm. Through comprehensive study combined with information science, sociology, and management science, this work analyzes the challenges and support faced by emergency management and its information system, considers the organization and construction of the emergency management information system adapting to the modernity of the society, and builds a research path of risk society characteristics-information-supporting paradigm-information system structure. In the face of globalization and institutionalization challenges of risk, the integrated intelligence system based on knowledge-centered construction, with the support of in-depth informatization, will become the major cornerstone of emergency management in the modern society.
