摘　　要：高官腐败、"边腐边升"、拉帮结派搞"山头主义"是当前政治生态恶化的突出表现,其产生的原因与中国漫长的封建时期和当代中国处于社会转型的特殊历史阶段有着密不可分的联系。党内出现的各种政治生态危机正是破坏政治纪律和政治规矩带来的严重后果,因此从扎紧扎牢制度笼子、坚持"三严"用人标准、严肃党内政治生活着手,把政治纪律和政治规矩建设放在重构政治生态的重要位置。High official corruption, ＂corruption with promotion＂, forming cliques are the outstanding performance in current political and ecological deterioration, which link to Chinese long feudal period and contemporary China＇s special historical stages of social transformation. The various inner-party political and ecological crises are the serious consequences of the destruction of political discipline and political rules. Therefore, It is significant to confine the exercise of power within an institutional cage, adhere to the three guidelines for ethical behavior in cadres selection and maintain a serious political life within the Party. In addition,the construction of political discipline and political rules should be greatly emphasized on the reconstruction of political ecology
