摘　　要：中国"十三五"规划提出建设新型智慧城市的新要求和新目标,核心要求是以人为本,而时空行为的研究与规划正是构建人本导向的智慧城市的关键。大量的居民时空间行为大数据改变了城市的空间组织和居民行为,为现有城市时空间行为研究提供新的方向,对于指导以人为本的智慧城市规划与建设具有重要的意义。本研究提出基于时空间行为的智慧城市研究框架,包括传统城市规划与管理的智慧化改造以及智慧城市的规划与管理两个方面,提出了基于时空间行为的人本导向的新型城市规划与管理的应用前景,引导城市智慧化、可持续化发展。China＇s ＂13 th Five-Year Plan＂ proposed new requirements and new targets for the construction of New Smart Cities. The core requirements are human-oriented, and the research and planning of time and space-behavior is the key to building a human-oriented smart city. A large number of residents when the spatial data to change the city＇s spatial organization and resident behavior for the existing urban space and space behavior research to provide a new direction for the guidance of people-oriented smart urban planning and construction of great significance. This paper puts forward the new urban planning and management based on time and space behavior, which is based on the intelligent city research framework of time and space behavior, including the intelligent transformation of traditional urban planning and management and the planning and management of smart city. The application of the future, to guide the city of intelligent, sustainable development.
