PPP模式推动养老机构建设供给侧结构性改革的实现路径研究

摘　　要：目前我国养老机构存在"一床难求"和"床位空置"并存的矛盾现象,供需错配的结构性问题是阻碍养老机构健康发展的最大障碍。本文对养老机构供求结构失衡的问题和原因进行深入分析,将PPP模式引入作为推动养老机构建设进行供给侧和需求侧双侧结构性改革的实现路径,能够有效解决养老机构供需错配的问题,实现养老机构建设供需结构的再平衡。At present,the contradictory phenomenon of ＂one hard to find＂ and ＂vacant beds＂ exist in the pension institutions in China.The structural problems of supply and demand mismatch are the biggest obstacle to the healthy development of pension institutions.In this paper,we deeply analyze the problems and causes of imbalance between supply and demand structure of pension institutions,introduce PPP model as the path to promote supply-side and demand-side bilateral structural reforms in the construction of pension institutions,and can effectively solve the problem of supply and demand mismatch between pension institutions,realize the rebalancing of supply and demand structure in pension institution construction.
