摘  要:在收集整理与故县水库大坝中孔运用相关资料、分析故县水库原设计情况的基础上,按中下游水库群现状和小浪底水库正常运用期两种情况,进行黄河中下游水库群前汛期联合防洪调度计算及后汛期故县水库单库调洪计算,分析故县水库前、后汛期大坝中孔退出防洪运用对故县水库、洛河下游及黄河下游防洪的影响。故县水库大坝中孔退出防洪运用,前汛期故县水库20 a一遇洪水最高水位为543.20 m,未超过移民水位544.20 m;万年一遇洪水最高水位为549.66 m,未超过551.02 m的设计指标。花园口站洪峰流量最大变幅为100 m^3/s,10 000 m^3/s以上洪水洪量最大变幅为0.32亿m^3,对东平湖和北金堤滞洪区的运用标准基本无影响。后汛期故县水库大坝中孔退出防洪运用方案对故县水库设计洪水位、校核洪水位等特征水位基本无影响。Based on collecting and preparing Guxian Reservoir flood discharge middle outlet operation data,analyzing the original design of Guxian Reservoir and considering both present situation and normal operation period of the Xiaolangdi Reservoir,it calculated the flood control operation of reseroir group in the lower Yellow River in first rainy season and Guxian Reseroir in later flood season, which was in order to analyze the effect on flood control of Guxian Reservoir,lower Luohe River and lower Yellow River while Guxian Reservoir flood discharge middle outlet was not operated. While Guxian Reservoir flood discharge middle outlet not operated, it was 543.20 m of the highest water level in 20 year flood that not over resettlement water level 544.20 m; it was 549.66 m of the highest water level in 10 , 000 year flood that not over design water level 551.02 m .The biggest changing range of Huayuankou peak flood was 100 m3/s , while flood volume over 10 , 000 m3/ s was 32 million m3. It basically could not affect the operation on Dongpinghu and Beijingdi detention basin. It had no effect on characteristic water levels of design flood level and check flood level of Guxian Reservoir in later flood season.
