应急决策活动中的情报监督问题思考

摘　　要：[目的/意义]传统的情报监督研究主要集中在安全领域和军事领域等,将情报监督理念引入突发事件应急领域,旨在强化应急决策中的情报监督作用,以保障应急情报工作的质量,提高决策的效果和效能。[方法/过程]分析目前应急决策面临的困境;引入情报监督理念,研究情报监督在决策链中的作用机制,内容包括监督主体的多元化、情报监督系统与应急决策系统的互动与融合;最后提出对策和建议。[结果/结论]面向应急决策的情报监督对于决策链的优化起到了特殊的作用,是应急决策情报体系中的重要内容。因此,从多元化、规范化、标准化角度完善应急决策情报监督系统具有迫切性。[Purpose/Significance]Intelligence oversight research is seen more in the security and military field.The paper introduces intelligence oversight concept into emergency field,aiming at strengthening the role of intelligence oversight in emergency decision-making,ensuring the quality of emergency intelligence work,improving the effectiveness and efficiency of emergency decision-making.[Method/Process]The paper analyzes the difficulties of decision-making,introduces intelligence oversight concept and researches the mechanism of intelligence oversight in decision chain.The content about the mechanism includes the diversity of supervision and the interaction and integration between intelligence oversight system and emergency decision-making system.Finally,the paper puts forward some countermeasures and suggestions.[Result/Conclusion]Intelligence oversight oriented to emergency decision-making plays a special role in optimizing decision chain and it is an important link in emergency decision-making intelligence system.Therefore,from the perspective of diversification,normalization and standardization,optimizing the emergency decision-making intelligence oversight system is urgent.
