摘 要:[目的/意义]生物识别在安全和反恐中具有重要地位。美国将生物识别置于战略安全层面,通过国家立法和政策推进,建立了庞大复杂的生物识别体系。研究美国生物识别经验对于中国相关领域的建设和反恐安全具有重要意义。[方法/过程]通过研究美国发展生物识别的制度顶层设计,实现生物识别多元体系兼容的方法,以及对于打通美国庞杂情报体系之间的情报共享和信息兼容的影响,充分了解美国建立生物识别体系的关键和症结。[结果/结论]中国的生物识别还处于起步阶段,我们可以充分吸收美国的经验,建立中国的生物识别体系之网,为中国的国土安全和国家安全建立一道坚实的屏障。[Purpose/Signification]Biometrics plays an important role in security and counterterrorism.The United States sees biometrics from the strategic security level,and establishes a huge complex biological identification system through national legislation and policies.The study of biometric experience in the United States has important implications for the construction of China's related fields and security against terrorism.[Method/Process]The research focuses on the top-level design of the biological recognition systems in the United States,analyses its development process and method for the compatibility of the multi systems for biometric identification,discusses the influence of different intelligence systems' information sharing and information compatibility,and summarizes the key and crux of the establishment of biological recognition system in the United States.[Result/Conclusion]Chinese biological recognition is still at its initial stage; China can borrowthe experience of the United States and establish her biological identification system in an effort to build a solid barrier for homeland security and national security.
