摘　　要：推动建筑低碳发展是应对气候变化、推进新型城镇化战略的必由之路。既有公共建筑体量大、增长快、能耗高的严峻现状决定了实施既有公共建筑节能绿色化改造势在必行。立足当前现状,剖析既有公共建筑低碳发展面临形势,遵循全面推进、突出重点,因地制宜、分类引导,立足当前、着眼长远的基本思路,构建低碳背景下"十三五"期间我国既有公共建筑节能绿色化改造持续发展的路线图。进一步提出优化布局、总量控制、市场推动等政策建议。Promoting development of low-carbon building is the only way to deal with climate change and promote new urbanization strategy. Carrying out energy saving and green transformation of existing public buildings is imperative because of the grim state of large volume,fast growth and high energy consumption. Based on the current situation,the paper analyzes the situation of low carbon development of existing public buildings. It follows the basic ideas with comprehensively promoting,highlighting the focus,adjusting measures to local conditions,classification guide and focusing on long-term. Then it sets up the strategic path for energy saving and green transformation of existing public buildings under low-carbon background during the ＂13th Five-Year Plan＂Period. Finally,it puts forward the policy suggestion of optimizing layout,total amount control,market promotion and so on.
