信息系统监理中途介入现存问题及对策

摘　　要：随着信息系统和信息化产业建设的快速发展,信息系统和信息化产业项目在建设过程中存在的问题也逐渐凸显.例如:质量缺陷、进度滞后、经费超支、变更频发、合同纠纷等方面的问题时有发生。因此,将信息系统监理引入信息系统和信息产业化项目的建设中就显得尤为重要了。但信息系统建设单位还没有树立正确观念,经常在项目建设过程中出现问题了,才委托信息系统监理公司进行监理。监理公司的中途介入,使得监理公司在开展监理工作时会面临一些问题和困扰。作为监理公司要积极探究解决措施,建立现代化管控机制,创新管理形式,制定完善的管理方案,能够根据项目发展的实际需求,灵活、科学地完成监理工作。With the rapid development of the information system and the construction of information industry,the problems in the construction process are becoming more and more prominent,such as quality defect,process lag,over-spending,frequent changes,contract disputes and so on. Therefore,It is very important to introduce information system supervision into the construction of information system and information industrialization project.But the information system of construction unit has not established the correct concept,they entrust information system supervision company for supervision when there are many problems during the construction of the project. The halfway participates of the information system supervision company will face some problems and problems. As a supervisor,they should explore solutions actively,establish a modern control mechanism,innovate management form,develop the perfect management plan,and make the flexible and scientific completion for the supervision work according to the demands of the actually development.
