中国信息资源产业结构优化的政策取向:来自数字出版行业的分析

摘　　要：随着我国整体经济结构的升级转型,作为战略性新兴产业的信息资源产业迅速发展,成为衡量国家软实力的重要标准。在信息资源产业快速发展而缺乏必要政策规制的当下,选择数字出版行业这一信息资源产业的典型代表科学分析其发展现状,并提出有利于促进产业发展的结构政策,具有必要性和现实意义。基于此,本文利用中国数字出版产业年度报告和中国统计年鉴中2006—2015年的数据,以信息资源产业的重要构成内容数字出版业作为分析对象,分析了产业发展规模和行业结构现状,进而利用灰色关联分析方法从收入规模、发展速度两个维度研究了数字出版业的行业结构特点。结果显示:各构成行业对数字出版业发展贡献程度的重要性不一。(1)从收入规模维度分析,数字出版业各行业与数字出版业关联度从大到小依次为:网络游戏、互联网广告、手机出版、电子图书、数字报纸、数字期刊、在线音乐、网络动漫、博客;(2)从发展速度来看,数字出版业各行业与数字出版业关联度从大到小依次为:网络游戏、互联网广告、手机出版、网络动漫、数字期刊、电子图书、在线音乐、数字报纸、博客。在此基础上,本文提出了优化数字出版产业结构政策的对策和建议:(1)增强政策的层次性和灵活性,优化产业结构,实现各行业分层次的全面发展;(2)采取财政鼓励、金融支持等经济类政策手段加大重点行业扶植力度,发挥产业市场和资本市场的联动效应;(3)综合应用各类政策工具,实现相关产业与数字出版业及其各构成行业之间的有效整合,为我国信息资源产业结构优化政策的发布提供参考。With the optimizing and upgrading of China's economic structure,information resource industry as strategic emerging industries develops rapidly and becomes an important standard to measure a country's soft power. In the context of the rapid development of information resource industry and the lack of necessary policy regulation,it is significant to analyze the development of digital publishing industry in China,and propose the structural policy of promoting the industrial development. Based on data of China's Digital Publishing Industry Annual Report and China Statistical Yearbook in 2006-2015,it focuses on digital publishing industry which is an important part of information resource industry,analyzes industrial development scale and structure,and uses grey correlation analysis method to study the structure features of digital publishing industry from two dimensions,which are the income scale and the development speed. The results show that various sectors make different contributions to the development of digital publishing industry.First,from the dimension of the income scale,the correlation degree between different sectors and digital publishing industry from highest to lowest is: Online Games, Internet Advertising, Mobile Publishing, Electronic Books, Digital Newspapers, Digital Periodicals,Online Music,Web Animation,and Blogs. Second,from the point of development speed,the correlation degree is Online Games,Internet Advertising,Mobile Publishing,Web Animation,Digital Periodicals,Electronic Books,Online Music,Digital Newspapers,and Blogs. Based on the research,this paper puts forward the countermeasures of optimizing the structure of the digital publishing industry: making policy more flexible,optimizing industrial structure and achieving the comprehensive development of various industries; adopting the policies of financial incentives,financial support and other economic means to increase the intensity of key industries to foster and to exert industrial linkage effect of the market and the capital market; c
