摘　　要：自群团改革试点方案出台以来,上海市工商联主要以政社分工合作模式作为推进自身结构性变革的主体模式。目前,深化群团改革已处于关键阶段,为顺应不断增强市场决定性作用的历史发展趋势,工商联应将这一改革模式向一体两翼模式进行拓展,主要包括商协会体系化、结构化建设及服务品体系网络化、协同性建设两部分。Since the pilot program for people’s organization was introduced,Shanghai Federation of Industry and Commerce has pursued the model featuring separation and cooperation between government administration and society as the main body for promoting its structural reform. At present,as the reform on people’s organizations has entered a critical stage,it should expand the model to an approach of ＂ one body with two wings＂,which features systematic and structural building of chambers of commerce,and the networked and coordinated building of the service product system,to keep it in line with the trend of increasingly decisive role the market has played.
