摘　　要：高水平对外开放背景下,跨境电子商务对促进区域经济创新发展及向全球价值链高端中攀升具有重要意义。文章在对我国跨境电商发展现状进行概述的基础上,对跨境电商人才所需的素质和能力进行了分析,认为高职院校应紧密结合区域发展的需要,开展跨境电商人才需求调研,明确人才培养目标,构造课程体系,建设"双元"师资团队,深化校企合作,打造实践平台,加强学生综合能力培养,不断提高人才培养质量。Under the background of high level of opening-up, cross-border e-commerce is of great significance to promote the development of regional economic innovation and to the high-end rise of global value chain. On the basis of summarizing the present situation of the development of cross-border electric business in China, this paper analyzes the quality and ability of the cross-border electrician talents. On the basis of it, the author deems that the vocational colleges should closely integrate the needs of regional development, carry out cross-border electricity business talent needs research, make clear personnel training objectives, construct the curriculum system and ＂dual＂ teacher team, deepen the school-enterprise cooperation, build practical platform to strengthen the comprehensive ability of students, and continuously improve the quality of personnel training.
