“3T”理论视角下澳门文化创意产业发展与创意阶层培育

摘　　要：文化创意产业作为推动澳门经济适度多元化的一个施政方针,在建设"一个中心"以及融入国家"一带一路"倡议的使命中有重要的产业发展战略意义。"3T"理论视角下澳门文化创意产业发展需从人才、技术和宽容度等三个维度综合研究。博彩业增长动力的背后是物质资本,而文化创意产业增长动力的背后是人力资本,这一根本性的差异使得澳门文化创意产业发展所依托的人力资本、智力技术和包容创新的氛围环境都会受到博彩业发展的影响。因此,可从强化澳门多元文化认同出发,以培育创意阶层和打造创意城市为目标,探讨澳门文化创意产业发展的产业布局、产业定位和产业思路。相应地,思考以技术先导因素为切入点,重新梳理澳门文化创意产业的产业布局和产业结构;强化宽容度因素,找准文化创意产业在"一个中心"战略中的定位和作用;以培育创意阶层的目标来引领澳门文化创意产业发展的思路体系等路径。According to the Macao？s position role as a world center of tourism and leisure and the Macao？s mission in the construction of “the Belt and Road”,this article discusses the significance of putting 3T Theory on the practice of Macao ？s cultural and creative industry and analyzes the development status of Macao？s cul-tural and creative industry from three aspects of talent, technology and toleration on basis of the 3T theory. The driving force of the gambling is material capital, but human capital is driving the development of cultural and creative industry, which will put the core elements of developing cultural and creative industry in Macao such as talent, technology and tolerant atmosphere in control of the gambling＇s influences. Based on these analysis, this article explores how to solve the issues about industrial structure, industry orientation and developing ideas of Macao？s cultural and creative industry with the aims of intensifying cultural identity of Macanese, fostering creative class and developing creative city.
