当代图书馆新公共文化外交功能的培育路径与实施策略

摘　　要：在全球化背景下,代表全民外交趋势的新公共外交成为很多国家全球战略布局的重要一环。作为公共文化空间和公共知识交流体系的当代图书馆具有培育独特公共文化外交功能的理论依据,为各国新公共外交提供了新型长效载体。当代图书馆新公共文化外交功能培育的基本路径包括创建"大开放"传播平台、开展"请进来"活动和实施"走出去"项目。各类图书馆可从实际出发,稳妥选择实施内联量力推进、外联合力推进和创新巧力推进等工作策略。New public diplomacy which represents the universal diplomatic trend has increased dramatically inimportance in the context of globalization. It becomes an important part of the global strategies in many countries.Modern library,as a public space for cultural and knowledge exchange,provides not only the new long-termcarrier and fundamental support,but alsoa unique theoretical basis for new public cultural diplomacy. There areseveral basic approaches to cultivate the new public diplomacy of modern library,for instance, the establishmentof “opening-up”communication platform,“coming in”and“going out”programs. Based on its own actualsituation,libraries of all kinds could choose the appropriate implementation strategy,like internal promotion,external cooperation and innovative reform,etc.
