8个国际组织科学数据开放共享政策的比较与特征分析

摘　　要：[目的/意义]通过解析国际组织科学数据开放共享政策以便为制定国内相关政策并促进科学数据的开放共享提供参考。[方法/过程]通过对经合组织、联合国教科文组织、国际科学联盟、欧盟委员会等8个国际组织科学数据开放共享政策文本的内容分析与主题分析,解析政策的具体内容与特征。[结果/结论]发现国际组织科学数据开放共享政策既注重科学数据开放共享的价值,也重视科学数据的高质量、互操作与知识产权保护,还强调利益相关者的责任担当。OA重要性声明、利益相关者责任、数据质量、数据互操作、数据效用评估、知识产权保护等主题是国际组织科学数据开放共享政策不可或缺的内容。我国应该建立健全科学数据开放共享政策体系。[ Purpose/significance] By analyzing international organizations＇ scientific data open sharing policies, this paper can provide references for the formulation of domestic related policies and the promotion of scientific data open sharing. [ Methods/ process] According to the content analysis and thematic analysis of scientific data open sharing policy texts of eight international organizations such as OECD, UNESCO, Science International, European Commission, the specific contents and the characteristics of the policies are analyzed. [ Result/conclusion] It is found that the international organizations＇ scientific data open sharing policies not only pay attention to the value of scientific data open sharing, but also to the high quality, interopcrability and intellectual property protection of scientific data, and still emphasize the responsibilities of stakeholders. The statement of the importance of OA （Open Access ） , stakeholder responsibility, data quality, data interoperability, data utility evaluation and intellectual property protection are indispensable contents of the international organizations＇ scientific data open sharing policies. China should establish a sound scientific data open sharing policy system.
