北京市朝阳区社区基本公共卫生服务项目效率分析

摘　　要：目的评价北京市朝阳区社区卫生服务机构基本公共卫生服务效率。方法通过查阅相关文献和德尔菲法确定投入和产出指标,采用数据包络分析(DEA)法,对北京市朝阳区2015年30家社区卫生服务中心进行基本公共卫生资金利用效率的实证研究。结果 30家社区卫生服务中心基本公共卫生服务资金利用的综合效率均值为0.838,纯技术效率均值为0.880,规模效率均值为0.950。其中有12家中心的DEA有效,处于规模收益不变;18家中心非DEA有效,8家处于规模递减,10家处于规模递增。结论 30家社区卫生服务中心公共卫生资源配置效率相对较高,公共卫生职工有效利用率低于经费的有效使用率,公共卫生人员积极性有待提高,同时应加强公共卫生经费配置的合理性。Objective To evaluate the efficiency of basic public health services in the communities of Chaoyang District in Beijing. Methods In 2015, 30 community health service centers in Chaoyang District of Beijing were enrolled to evaluate the efficiency of community basic public health services using DEA method. Input indicators and output indicators were designed by searching essays and Delphi method. Results The average overall efficiency, pure technical efficiency, and scale efficiency of the 30 centers were 0.838, 0.880 and 0.950. Among the 30 centers, 12 centers showed effectiveness in DEA with constant returns to scale, and 18 centers showed ineffectiveness in which 8 centers had progressively decreased scale efficiency and 10 centers had progressively increased scale efficiency. Conclusion Public health resource allocation efficiency of the 30 centers is relatively high. The effective utilization rate of public health workers is lower than that of funds. The initiative of public health personnel need to be improved. Meanwhile, it is needed to strengthen the rationality of allocation of public health funds.
