中国特大城市地区发展现状、问题与展望

摘　　要：中国特大城市的发展，面临着一系列问题，包括：生态环境保护、历史文化保护、区域基础设施体系建设以及土地资源、区域管治等。针对这些问题，近年来，珠江三角洲、长江三角洲、京津冀分别开展了区域规划研究，试图从区域发展的整体和国家战略的全局，通过推动区域发展重点项目，促进各城市的区域合作和协调发展。从长期来看，由于经济社会的发展，中国城市人口将会进一步发展，特大城市地区在数量和规模上将会进一步拓展。由于土地、水资源和生态环境的制约，中国特大城市地区的发展将会面临严峻的挑战，需要从区域层面，对区域的城市空间、基础设施体系和生态环境进行统筹安排；制定恰当的空间发展战略，合理引导特大城市地区沿交通走廊发展；统筹利用生态涵养、节约资源、密集开发等综合技术，加强区域管制，解决特大城市发展与生态环境制约的矛盾。The development of mega-ci ties in China are faced with a series of problems such as protection of ecological environment, protection of historic and cultural areas, establishment of regional in- {rastructure system, administration over land resources, regional governance, etc.. Aiming at these problems, the study on regional planning has been conducted in the Pearl River Delta Region, Yangtze River Delta Region, and Greater Beijing Region respectively, which attempts to, from the perspective of integrated regional development and the overview of national strategy, promote the regional cooperation and coordinated development among different cities through the imple- mentation of key regional development projects. In the long term, along with the socio-economie development, the ur- ban population of China will have a further growth, so will the number and the scale of mega-city regions. Due to the restriction of land and water resources and ecological environment, the develop- ment of mega-city regions in China will face great challenges. Therefore, it is neces- sary to conduct holistic arrangements from the regional perspective for the urban space, infrastructure system, and ecological environment in the region, to formulate proper spatial development strategy, to reasonably guide the mega- city region to develop along the transpor tation corridors, to coordinately utilize the comprehensive technologies like eco- logical conservation, resource saving, and concentrated development, and to enhance the regional governance, so as to resolve the conflict between mega-city development and ecological environment restriction.
