科技创新与创业耦合协调关系研究——来自25个国家的经验证据

摘　　要：创新创业生态系统的构建已经成为世界各地建设创新型区域的新实践,科技创新与创业各自独特的发展路径又为其在实践中的融合带来了困扰。借助物理学耦合理论,对科技创新与创业耦合系统的构成和耦合内容进行了分析,在此基础上构建了科技创新和创业指标评价体系,提出了科技创新与创业系统的耦合模型。选取世界上25个国家,结合改进的熵值法对2007-2015年的科技创新与创业系统的耦合度进行了实证分析。研究结果表明:科技创新与创业存在很强的相关性,即存在耦合互动发展关系;耦合度和耦合协调度经历了2007-2008年的快速变化和2009-2015年的缓慢变化阶段,从耦合度分析,科技创新与创业系统间的相互作用的程度先是快速变化之后趋于稳定,从耦合协调度分析,科技创新与创业的协同效应不断增强,实现了从失调到协调的转变。但区域性差异明显,其中中国的科技创新投入水平逐年增加,但与欧洲、北美洲相比创业水平并未显现出与科技水平相当的绩效。据此,本文结合创新创业实践提出了相应的对策建议。Based on the definition and function of physics coupling mechanism,coupling structure and content of the science and technology innovation and Entrepreneurship of the coupling system are analyzed,on the basis of constructing the evaluation index system of technological innovation and entrepreneurship,put forward the coupling model of technological innovation and entrepreneurship system. From 25 countries in the world,and it is divided into four states,respectively,Asia,South America,North America and Europe,the coupling degree of scientific and technological innovation and entrepreneurship system makes empirical analysis during 2007-2015. The empirical results show that： the science and technology innovation and entrepreneurship in four states have a strong correlation,in other words,Coupling interaction development relationship; the four continents of the science and technology innovation and entrepreneurship system coupling degree and coupling coordination degree has undergone rapid changes in 2007-2008 years and 2009-2015 years of slow change stage. Analysis on the coupling degree,science and technology innovation and entrepreneurship,the interaction between the two systems of the first degree is rapid change tends to be stable tends,from the aspect of coupling coordination degree analysis,synergistic effect of science and technology innovation and entrepreneurship is continuously enhanced,realized from the imbalance to coordinate transformation.
