生态文明视野下加强中国水资源保护的几点认识

摘　　要：水资源是基础性自然资源和战略性经济资源,水资源保护事关人民福祉和生态环境安全。在水资源短缺、水污染严重、水生态环境恶化等问题仍然十分突出的形势下,如何科学有效地保护水资源,以水资源的可持续利用支撑经济社会的可持续发展,是建设水生态文明和美丽中国需要着力解决的一个重大课题。以生态文明为视野,总结了我国水资源保护存在的主要问题,系统分析了形而上学的发展观、错位的政绩观、立法不健全、竞争性开发水资源、水资源承载力不清等5个方面的原因。在此基础上,探讨提出了新时代完善和加强我国水资源保护的思路与原则,即处理好经济发展与水资源保护的关系、坚持流域管理与行政区域管理的有机结合、健全治水常态化长效机制,推进水资源保护协调机制、坚持实事求是、坚持系统治理。Water resources are basic natural resources and strategic economic resources,meanwhile,water resources protection is related to people's well-being and ecological environment security.In the serious situation of water shortage,water pollution and water ecological deterioration,how to protect the water resources scientifically and effectively,how to support the sustainable development of economy and society by utilizing water resources sustainably are important issues should be solved in the construction of water ecological civilization and beautiful china.Based on the view of ecological civilization,this paper summarized the main problems in water resources protection in China and systematically analyzed the reasons in five aspects about metaphysical concept of development,misplaced concept of political achievements,unsound legislation,competitive development of water resources,unclear water resources carrying capacity.On this basis,this paper puts forward the ideas and principles of improving and strengthening water resources protection in China new era,that is,dealing with the relationship between economic development and water resources protection,insisting on the organic combination of river basin management and administrative regional management,perfecting the long-term normalization mechanism of water control,promoting the coordination mechanism of water resources protection,insisting on the facts and systemic treatment.
