摘　　要：通过国内外文献梳理,对国内外创新券政策从管理模式、制度设计和操作流程等三方面进行对比研究分析,并结合浙江省创新券政策实施现状和存在问题,对浙江省创新券政策的进一步实施提出对策建议。Through the literature review at home and abroad, this paper compares and analyzes the domestic and international innovation voucher policies from three aspects： management mode, system design and operation flow, and combined with the implementation status and existing problems of the innovation voucher policy in Zhejiang Province, put forward some countermeasures and suggestions for further implementation of innovation voucher policy in Zhejiang Province.
