摘　　要：首先通过对我国固体废弃物回收处置产业的SWOT分析,指出为保证产业的良性健康发展,需要构建完整的产业顶层设计。再在明确顶层设计内涵的前提下,借鉴联邦企业架构(FEA)进行构建产业顶层设计框架,并基于对各子框架的分析,提出有利于我国固体废弃物回收处置产业发展的建议。Based on the analysis of China＇s solid waste recycling and disposal industry, the result shows that it is essential for this industry＇s benign and healthy development to construct complete top-down design. And then, based on the conception of top-down design, and referred to federal enterprise architecture（FEA）, the framework of top-down design about China＇s solid waste recycling and disposal industry is established. After that, some useful suggestions to promote China＇s solid waste recycling and disposal industry＇s development are proposed based on analyzing every subsection of the framework.
