摘　　要：科学发展观为我们确立新的发展理念和全面深化改革提供了科学指南。做好新形势下的群众工作是推动"四个全面"战略布局的重要枢纽,它有利于发挥人民群众的主体作用,在实践中凸显新的发展理念。把以人为本作为做好新形势下群众工作的核心原则可以更好地体现党的全心全意为人民服务的宗旨;把全面、协调、可持续作为做好新形势下群众工作的目标要求,可以增强做群众工作的系统性、协调性和长远性;把统筹兼顾作为做好新形势下群众工作的根本方法,有利于科学地、有效地化解社会矛盾,建立和谐的党群干群关系。The scientific concept of development provides a scientific guide for us to establish new ideas for development and to deepen reforms. To do a good job under the new situation is to promote the ＂four comprehensive＂ strategic layout of the important hub, it is conducive to play the main role of the people in practice highlights the new development concept. The core principle of putting people-oriented as the work of the masses under the new situation can better reflect the purpose of serving the people wholeheartedly. The comprehensive, coordinated and sustainable as a goal to create mass work under the new situation demands can enhance systemic, coordination and insufficiency for mass work. Setting the balanced as a fundamental method to create mass work under the new situation, and it is useful to scientifically and effectively resolve social contradictions, establishing harmonious party-mass relationship between government officials and masses.
