摘　　要：内涝已成为我国城市的通病,对城市公共设施、居民财产和生命安全造成巨大的威胁,开发和建设城市内涝预警系统具有重要的作用。该文基于物业服务企业分布广、全天值班、政府监管、行业管理的优势,设计城市内涝灾害预警系统。系统由数据采集、数据中心、数据输出、系统运营等四个模块组成。根据政府扶持和企业捐赠,建立激励机制,收集长期、准确、全面的水位数据,并通过现代通信技术和媒体传播水位信息,为相关人员提供可靠的决策依据。At present,urban waterlogging losses has great become distress a to common the problem,every is time when it occurs,it causes a great the deal of economic and people.this So it the important early to of develop system and the construct urban early warning system for the urban based waterlogging.on In article,warning for waterlogging disaster the is designed the advantages of the wide distribution industry the property service system The enterprises,consists whole modules day such duty,as the government supervision data and data the management.system The of four the data collection,center,an output and the operation.the government support and and the enterprise donate to establish and incentive mechanism to collect longterm,accurate comprehensive water level media data disseminate provide the water level information-making through basis the the modern communication technology and so as to a reliable decision for related personnel.
