从“双层博弈”理论看冲绳基地问题

摘　　要：安倍政府在冲绳美军基地搬迁问题上的博弈目的在于,借国内外"双层博弈",阐述"积极和平主义"特定逻辑。安倍提出的"积极和平主义"内涵具有不明确性。安倍政府亟须借助围绕基地问题的"双层博弈"等途径,建构全面指导日本内政外交的"积极和平主义",以期既能使基地博弈成为实现大国发展战略的一环,又能使"实现特定意义下的军事政治大国化"的政策逻辑得到具体"实践",影响并逐步成为日本社会的惯性思维,进而使人们无意识地忽略"确保日本安全"与"军事政治大国化"之间是否存在必然联系,安倍政府甚至可能因此获得更广泛的支持。Japan＇s objective in the issue of U. S. military bases in Okinawa is to promote the ＂positive pacifism＂ under the Abe administration through a two-level game of domestic and foreign affairs. The concept of ＂positive pacifism＂ defined by Abe administration is flexible. The Abe administration attempts to make use of the issue of U. S. military bases in Okinawa to construct the ＂positive pacifism＂ as a general guidance for internal affairs and diplomacy, with the aim that it can serve as a step of Japan＇ s strategy of becoming a great power and promote the logic of Jal^an becoming a political and military power ＂under special precondition＂ to be a conventional way of thinking of the Japanese society, with the connection between Japan＇ s security and its strategy of becoming a political and military power being not questioned and even the ＂positive pacifism＂ more widely accepted and supported.
