摘　　要：文中针对市场监管的"先照后证"改革,阐述了环评审批和工商注册登记之间相互关系的数次变化,详细分析了"前置改后前置"审批后涉及到环保审批存在的问题。从细化政策宣传、指导企业办理后续审批手续、加强信息沟通及公示、加强行政审批事项事中事后监管等方面提出了环保审批部门的应对措施。According to the regulation of the market about licence granted before certificate, expounds several changes of relationship between the EIA approval and registration are expounded, and detailed analysis of the ＂pre change after pre approval involving environmental problems are analyzed in detail. From the refinement of policy propaganda, guide enterprises to handle the formalities of examination and approval, to strengthen the information communication and publicity to strengthen the administrative examination and approval of the matter in the post regulation and other aspects of the environmental protection departments of examination and approval, the counter measures are proposed.
