摘　　要：城乡规划作为调控城市土地开发、保障公共利益的重要公共政策,其本质在于利益的分配和协调。规划实施的过程就是寻求政府、建设方、公众等利益主体之间利益平衡的过程。文章探讨规划实施过程中不同利益主体之间责任、权力、利益的关系,并分析复杂的利益格局对于规划实施的影响。As an important public policy for regulating urban land development and protecting the public interests, the essence of urban planning is to distribute and coordinate the interests. The process of urban planning implementation is the process of looking for the relation of the responsibility, power and interests among the different interest groups, such as government, builders, society and planners. This article will talk about the complex relation of the responsibility, power and interests among different groups and wilt analysis the impact of complex interests pattern on planning implementation.
