政策文本计量视角下中美两国中小企业政策对比研究

摘　　要：系统收集中美两国中小企业扶持政策,经过分类、标引、加工形成包含829份中国中小企业政策文本的研究数据集和包含363件美国中小企业法律与政策文本的研究数据集。采用政策文本计量方法,在统一的分类框架下对中美两国中小企业政策进行计量分析和对比研究,并提出政策建议:中国中小企业政策缺乏法律依据性,需建立健全中小企业法律法规体系;政策的发布机构相对分散,需构建"核心机构+支撑机构"的中小企业管理与服务体系;政策专指性、专用性存在不足,需形成多维度多层次的中小企业扶持政策体系;对中小企业的扶持缺乏多方资源整合,需建立多元协作的中小企业服务体系。Support policy of small and medium-sized enterprises （SMEs） between China and America was collected systematically, which form two datasets by classification, indexing and processing. The first research dataset contains 829 SMEs＇ policy texts of China and the second contains 363 SMEs law and policy texts of US. Policy texts measurement method was adopted to analyze and research comparison between China and US. Some proposals were put forward by comparative study： The policies of SMEs in China lack legal basis, which need to establish and improve the legal system of SMEs; Policy posting institutions relatively scattered, which need to build management and service system of ＇core institutions and support institutions＇ for SMEs; The policies lack of specifically, which need to form a multi-dimensional and multi-level policy system of SMEs; Resources of SMEs lack the integrative support, which need to establish a collaborate service system of SMEs.
