摘　　要：本文首先运用Super-SBM模型测算了环境约束下2003-2015年中国工业绿色创新效率,并通过核密度函数估计工业绿色创新效率的动态演变趋势,然后构建包含集聚经济与工业绿色创新效率的联立方程组,就对外直接投资的集聚效应等因素如何影响工业绿色创新效率进行了详细分析。结果表明:中国工业绿色创新效率水平偏低,但整体处于上升趋势,东部地区历年均值最高;对外直接投资通过集聚结构轻化效应、集聚规模经济效应和集聚资源配置效应三种机制对工业绿色创新效率起到显著促进作用,而集聚技术反馈效应的正向作用尚未发挥;东中部地区通过对外直接投资增加资本存量和市场需求有利于工业规模集聚式发展,西部地区通过对外直接投资增加研发投入促进集聚技术资源合理配置,从而改善工业绿色创新效率。In this paper, the Super-SBM model is used to estimate the efficiency of industrial green innovation in China based on energy conservation and emissions abatement during 2003 to 2015. It analyses the dynamic evolution trend of industrial green innovation efficiency by using kernel density estimation,and then constructs a simultaneous system including agglomeration economy decision equation and industrial green innovation efficiency decision equation in order to analysis how OFDI and other factors affect the industrial enterprises＇ green innovation efficiency. The results show that the green innovation efficiency in China are minimum, but the overall trend is rising, the eastern areas＇ green innovation efficiency is higher. OFDI has played a significant role in promoting the industrial enterprises＇ green innovation efficiency through agglomeration structure lightening effect, agglomeration scale economic effect and agglomeration resource allocation effect, but the positive effect of agglomeration technology feedback effect has not yet been played. Eastern and central regions with increase of capital stock and market demand can promote industrial scale agglomeration development. Western regions should promote the accumulation of technical resources to improve the efficiency of industrial green innovation.
