大数据背景下政府公共服务一体化研究

摘　　要：当前我国政府公共服务存在"各自为政、分而治之、条块分割、供需不匹配"等问题,直接影响了政府公共服务的效率和人民群众的满意度。创新政府公共服务,需要融入互联网思维和大数据思维。大数据具有精确分析、统筹集成等鲜明特点,是优化公共服务、提高政府效能的重要媒介和推力。通过实地调研和数据比较分析,探索形成一个号码、一个平台、一个中心的集约式服务平台,建成信息采集、事件处理、监督考评强强联动的数据化公共服务大系统,真正实现跨地域、跨系统、跨业务的协同管理和服务创新,促成一体化政府公共服务平台的建成。The government public service in our country has such problems as working in one＇s own way,dividing and ruling,regional segmentation and mismatching between the supply and the demand,which directly affects the efficiency of government public service and the satisfaction of the masses.Innovation of government public service needs to integrate into the Internet thinking and the big data thinking.Big data has the distinctive characteristics of accurate analysis and overall planning,and it is an important medium and thrust to optimize public service and improve government effectiveness.Through the investigation and comparative analysis of the data,an intensive service platform is explored and formed,which includes a number,aplatform and a center.A large system of public service is built for data collection,event handling,monitoring and evaluation of strong linkage of the data,in order to achieve collaborative management and service innovation cross regions,systems and businesses,and to truly facilitate the completion of the integrated government public service platform.
