摘　　要：对政府管理来说,大数据的应用既为公共管理和公共服务方式带来了巨大变革,也为政府管理创新和能力提升提供了可行路径。本文梳理了国内外大数据的发展历程,从信息公开、精细服务、精准决策等角度分析了大数据为政府管理带来的机遇以及大数据时代政府管理面临的思维冲击、共享困难、信息安全等挑战,在此基础上提出了应用大数据进行政府管理变革的具体路径,主要包括由外而内地形成数据思维、自上而下地加强顶层设计、从点到面地开展平台建设等。For government management,the application of big data has brought great changes to public administration and public service,and also provided a feasible path for government management innovation and capacity improvement.This paper analyzes the development of big data in China and abroad,and analyzes the opportunities brought by big data technology for government management from the perspective of information disclosure,fine service and accurate decision making.The system analyzes challenges of thinking impacts, sharing difficulties and information security encountered in government management in big data era,and proposes specific path for government management reform,mainly including：forming data thinking,strengthening top design,constructing platform.
