摘　　要：以省级电网输配电价定价办法为依据,引入可调控参数,对输配电价定价模型进行了优化。分析了影响输配电价水平的定价参数的属性及它们的内在联系和作用机理,给出了触发平衡账户和调价机制的参数变动条件和输配电价的监管调控模型,并以湖北省的数据开展了定价参数的敏感性分析,对比了电量参数及主要调控属性型参数影响输配电价水平的程度;结合价格政策目标下参数调控的具体测算,开展了调控策略讨论。由于参数对输配电价水平影响程度差异较大,在价格上限管制下,主管部门需要选择不同参数或多参数组合制定相应的调控方案,以实现监管目标。Based on the pricing method of transmission and distribution price at the provincial power grid, the pricing model of transmission and distribution is optimized by introducing adjustable parameters. Firstly, the properties, the inner contact and the mechanism of the pricing parameters, which will affect the level of the transmission and distribution price, are analyzed. Then the parameter change conditions of triggering the balanced account and the price adjustment mechanism are pointed out. The parametric adjustment and control model for transmission and distribution price regulation is developed. Finally, the sensitivity analysis of pricing parameters is carried out by drawing on the data of Hubei Province, and the degrees of influences of the electric quantity and the main parameters on the level of the transmission and distribution price are analyzed. According to the concrete calculation of parameter regulation under the policy target of price, the regulation strategy is discussed. As the influence of the parameters on the level of the transmission and distribution price are significantly different under the price cap regulation, the authorities of price department need to choose different parameters or multiple parameter combinations to formulate the corresponding regulatory scheme to achieve the regulatory objectives.
