摘 要:目的建立针对部队常见传染病防控工作的评价系统,直观反映各部队防治传染病工作的优劣,发现其存在的问题,与政策允许的奖罚制度相结合,共同促进传染病防治工作的开展。方法对部队肺结核、乙型肝炎、消化道传染病、急性呼吸道传染病、血液及性传播疾病的防控工作建立评价系统,确定指标及权重,使用秩和比法,对现场采集的多组部队传染病防控工作的评价数据进行计算,分出优劣档次,查出存在问题,并给出纠正措施。结果初步建成部队常见传染病防控工作评价系统,该系统可以对上述5种传染病的防控工作进行综合评价,能现场给部队指出防控工作中存在的问题,并给出解决的方法,既可以横向比较所考核的所有部队,也能对各单个部队进行各年度的纵向比较。该系统架构的组成要素和相互关系能够充分体现德尔菲法所咨询专家的集体智慧。结论该系统为军队常见传染病预防控制工作提供客观评价与分析,简化了工作量,提高了工作效率,使结果一目了然,便于及时发现防控工作中存在的问题,并提供解决问题的方法。OBJECTIVE To establish an evaluation system for the prevention and control of common infectious diseases in troops,reflect the merits and demerits of various forces to combat infectious diseases and find out their problems,which works together with the policy allowed reward and punishment system to jointly promote the development of infectious disease prevention and control work.METHODS An evaluation system for the prevention and control of pulmonary tuberculosis,hepatitis B,gastrointestinal infectious diseases,acute respiratory diseases,blood and sexually transmitted diseases was established,the index and weight were determine,the rank and ratio method was used to calculate the evaluation data of the infectious diseases prevention and control work of several groups of troops collected on the spot,the merits and demerits were pointed out,problems were identified,and corrective measures were given.RESULTS We initially established a common system of infectious disease prevention and control work evaluation system,which could comprehensively evaluate the prevention and control of the above five kinds of infectious diseases,point out the problems in the prevention and control work to the troops,and give a solution to the problem.It could compare the horizontal assessment of all the troops,and also for the individual forces of the annual longitudinal comparison.The constituent elements and interrelationships of the system architecture could fully embody the collective wisdom of Delphi’s consultants.CONCLUSIONThe system provides objective evaluation and analysis for the prevention and control of common infectious diseases in the army,simplifies the workload,improves the work efficiency,and makes the results clear,and can find out the problems in the prevention and control work and provide the solution for the problem.
